Development of cooperation between Ukraine and the Republic of Turkey in the field of science and technology is one of the main elements of the Ukrainian-Turkish partnership.
Currently, this cooperation rests upon an extensive legal basis. In particular, the framework Agreement between the Government of Ukraine and the Government of the Republic of Turkey on Cooperation in the Field of Research and Use of Space and the Agreement between the Governments of Ukraine and Turkey on Cooperation in the Sphere of Science and Technology entered into force in 2007 and 2009, respectively.
Also, several documents on inter-agency cooperation were previously concluded. For example, the Executive Protocol on Cooperation and the Charter of the International Laboratory of High Technologieswere signed between the Ministry of Education and Science of Ukraine and the Council for Scientific and Technical Research of Turkey (TÜBİTAK) in 2003. These documents determine main directions and mechanisms of cooperation. In the same year, the National Academy of Sciences of Ukraine and TÜBİTAK signed the Agreement and the Protocol on Cooperation. This created necessary legal preconditions for the implementation of joint scientific and research projects in the fields of fundamental and applied studies. In 2005, the National Academy of Sciences of Ukraine and the Academy of Sciences of Turkey signed the Agreement and the Protocol on Cooperation.
In the framework of implementation of the said documents, a number of joint science and research projects is currently underway. Within these projects, the Ukrainian side is represented by institutes of the National Academy of Sciences of Ukraine. Central and provincial universities participate in these projects from the Turkish side. Cooperation between Ukraine and Turkey in the field of science and technology gradually develops and becomes more practical and effective.
The priorities of such activities include preparation of joint conceptual documents, support of joint science and research institutions such as the Ukrainian-Turkish Committee on Science and Technology Cooperation and the Coordinating Committee on the International Laboratory of High Technologies. During its events, the parties discussed proposals regarding the implementation of joint projects in the fields of electronics, material science, nanotechnology, applied energy sciences etc.
