On 2 November 2014, illegitimate terrorist organizations “Donetsk People’s Republic” and “Luhansk People’s Republic” held so-called “elections” in occupied territories of Donbas. In this context the Embassy would like to inform the following.
According to the Minsk protocol of 5 September 2014 the elections in certain districts of Donbas has to be held under the laws of Ukraine with respect of its territorial integrity. On September 16 2014, in strict compliance with the Minsk arrangements the Parliament of Ukraine adopted the Law “On Interim Local Self-Government in Certain Districts of the Donestk and Luhansk Regions” as a legal ground for holding early local elections in the east of Ukraine. The Law sets the term for the elections – 7 December 2014. In this regard the Ukraine Side pays attention of international community to the fact that Ukraine and the Russian Federation haven’t concluding any agreements on holding elections on 3 November 2014.
The Constitution of Ukraine clearly defines Ukrainian Parliament as the only body authorized to set the date for local elections.
Therefore the “elections”, which were held on 2 November 2014 violated the Constitution and national legislation of Ukraine and the Minsk Protocol.
Citizens of occupied territories of Donbas were threatened by terrorists and proposed food and social cards in order to participate in the elections.
Neither respectable international organizations nor democratic countries in the world recognize these pseudo “elections”, and did not sent to them their official observers. Having arrived in Donetsk and Luhansk regions to “observe” the pseudo “elections”, these self-proclaimed “observers”, who represent marginal political groups, violated the national legislation of Ukraine, and subsequently will be held responsible for their unlawful activity.
Despite being a part to the Minsk Protocol, Russia officially stated that “respects pseudo elections”. Meanwhile on 1 November 2014 additional Russian regular troops and military equipment arrived in Donetsk. By such actions Russia once again demonstrated reluctance and unwillingness to implement the Minsk arrangements, interferes in internal affairs of Ukraine and escalates situation in Donbas.
We call on our international partners to join the countries and organizations, which have already condemned these pseudo “elections”, and distance themselves from possible self-proclaimed “observers’” assessments having nothing to do with the official position of a state or an international organization.
