Establishment of Bilateral Relations between Ukraine and Turkey

The Republic of Turkey recognised independent Ukraine on December 16, 1991.

Consular relations were established between Ukraine and the Republic of Turkey on November 20, 1991.

The Protocol on the Establishing of Diplomatic Relations between two countries was signed on February 2, 1992. The Embassy of the Republic of Turkey to Ukraine was opened in Kyiv on April 3, 1992. The Embassy of Ukraine to the Republic of Turkey began its functioning in Ankara on January 3, 1993.

The grounds of good neighbourly relations between Ukraine and Turkey were created with the Agreement on Friendship and Co-operation between Ukraine and the Republic of Turkey dated May 4, 1992 and Joint Action Plan between the Cabinet of Ministers of Ukraine and the Government of the Republic of Turkey on Enhanced Co-operation dated April 2, 2004.

High-level Dialogue

October 9, 2013 – the official visit of the President of Ukraine to the Republic of Turkey to hold the 3rd  Meeting of the High-level Strategic Council;

September 5, 2014 - the meeting between President of Ukraine Petro Poroshenko and President of the Republic of Turkey Recep Tayyip Erdogan within the NATO Summit (Newport, UK).

March 20, 2015 - the 4th meeting of the High Level Strategic Council under the chairmanship of President of Ukraine Petro Poroshenko and President of the Republic of Turkey Recep Tayyip Erdogan in the framework of the official visit of the Turkish President to Ukraine.   

February 15, 2016 - the working visit of Prime Minister of Republic of Turkey Ahmet Davutoglu to Ukraine.

March 9, 2016 - the 5th meeting of the High Level Strategic Council under the chairmanship of  President of Ukraine Petro Poroshenko and President of the Republic Recep Tayyip Erdogan within the framework of the official visit of the Ukrainian President to Turkey.

May 22, 2016 - the working visit of President of Ukraine Petro Poroshenko to Istanbul for participation in the World Humanitarian Summit, the meeting with President of Turkey Recep Tayyip Erdoganin was held the framework of the Summit.

On the level of heads and members of parliaments

March 19, 2013 - the Parliamentary Friendship Group between Ukraine and Turkey was established;

April 4-5, 2013 – the official visit of Head of the Grand National Assembly of Turkey Cemil Çiçek to Ukraine;

September 11, 2014 - Head of the Verkhovna Rada of Ukraine Oleksandr Turchynov met with Head of the Grand National Assembly of Turkey Cemil Çiçek in the framework of the European Conference of the Heads of Parliaments (Oslo, Norway).

March 5, 2015 - the Inter-Parliamentary Group of Friendship with Turkey, chaired by People’s Deputy Borys Tarasyuk, was formed in the Verkhovna Rada of Ukraine. 

March 6, 2016 - the Inter-Parliamentary Group of Friendship with Ukraine was formed  in the Grand National Assembly of Turkey, Deputy from the Justice and Development Party Hüseyin Şahin was elected as a chairman.

26-27 April 2016 - the visit of the Head of the Committee on National Security and Defence of the Verkhovna Rada of Ukraine to Turkey.

On the level of Ministries of Foreign Affairs

June 27-29, 2013 – the official visit of the Minister of Foreign Affairs of Ukraine to Turkey to hold the 2nd  Meeting of the Strategic Planning Group;

March 1-2, 2014 - the working visit of Minister of Foreign Affairs of the Republic of Turkey Ahmet Davutoglu to Ukraine;

November 10, 2014 – the working visit of Minister of Foreign Affairs of the Republic of Turkey Mevlüt Çavuşoğlu to Ukraine to hold the 3rd Meeting of the Strategic Planning Group;

May 14, 2015 - the working visit of Minister of Foreign Affairs of Ukraine Pavlo Klimkin to Turkey for the participation in  the NATO Summit, which was held in Antalya.

August 1, 2015 - the working visit of Minister of Foreign Affairs of Ukraine  Pavlo Klimkin to Turkey for the participation in the Second World Congress of the Crimean Tatars.

29 January 2016 - the working visit of Minister of Foreign Affairs of Ukraine Pavlo Klimkin to Turkey for the negotiations with Foreign Minister of Turkey Mevlüt Çavuşoğlu.

Existing bilateral high-level mechanism

January 25, 2011 The Joint Declaration on Establishment of High-Level Strategic Council between Ukraine and Turkey was signed. The Declaration provides for establishment of the strategic partnership between two countries.

The High-Level Strategic Council (HLSC) is the highest advisory body between Ukraine and Turkey, which covers all strategic areas of bilateral relations. The mechanism co-chaired by the presidents of both countries (the first meeting was held on December 22, 2011 in Ankara, the second - September 13, 2012 in Kiev, the third - October 9, 2013 in Ankara).

Strategic Planning Group (SPG) co-chaired by the Ministers of Foreign Affairs of Ukraine and Turkey is a preparatory element for further meetings of the Ukrainian-Turkish High-Level Strategic Council.

Intergovernmental Commission on Trade and Economic Cooperation (10th meeting of the Commission was held in Ankara on 12-13 May 2016, co-chaired by Deputy Prime Ministers of Ukraine and the Republic of Turkey).
