Press release of The Embassy of Ukraine in the Republic of Turkey on resolutions of the Verkhovna Rada of Ukraine adopted on extraordinary meeting On 2 March, 2014 

 The Verkhovna Rada of Ukraine adopted the Resolution “On the address of the Verkhovna Rada of Ukraine to the parliaments of guarantor-states of Ukraine’s security and international organizations”.

The resolution address of the Verkhovna Rada of Ukraine to the parliaments of guarantor-states of Ukraine’s security and international organizations mentioned the next.

On March 1, 2014, the Federation Council of the Federal Assembly of Russia took the decision on the possible use of Russian armed forces on the territory of Ukraine. Earlier, Russian troops have entered the territory of Ukraine in Crimea under a vain pretext of protecting the Russian-speaking population.

These actions are inadmissible on the part of the Russian Federation, as a permanent member of the UN Security Council and connected with Ukraine in view of the Treaty on Friendship, Cooperation and Partnership.   

Russia’s actions are a flagrant violation of all basic principles of international relations and tear up the foundations of security on the European continent.

The Verkhovna Rada stresses that Ukraine was the first, and at present is the only state that has voluntarily and on its own initiative refused from nuclear weapon and has liquidated all its nuclear resources under the international control.

The conditions of such unprecedented step were the safety guarantees, enshrined in the Budapest Memorandum in 1994, on the part of Russia, the United Kingdom, the USA, France and the People's Republic of China.

Russia, as one of the guarantor-states has committed to refrain from the threat or use of force against the territorial integrity or political independence of Ukraine, and that none of their weapons will ever be used against Ukraine.

In connection with military actions of the Russian Federation against Ukraine, the Verkhovna Rada of Ukraine addresses parliaments of the guarantor-states, parties to the Budapest Memorandum and international organizations with a call to:

- send special monitoring missions in order to acquaint with real state of affairs in Ukraine;

- address their governments in order to provide necessary assistance in protecting nuclear objects in Ukraine.

The Verkhovna Rada invites the UN, the OSCE, the Council of Europe, the European Union, NATO, the CIS and other interested international structures to organize visiting sessions of their bodies in Ukraine.

The Verkhovna Rada of Ukraine advances the initiative to establish a group for holding negotiations with Russia, in view of normalizing relations with the Russian Federation and de-escalation of situation in Europe.

 The Verkhovna Rada of Ukraine adopted the Resolution “On the support of the Armed Forces of Ukraine and other military formations of Ukraine”.

Under the draft resolution:

Under the conditions of danger to territorial integrity of Ukraine, threat to its state sovereignty, provocation of a forceful scenario, destabilization of situation in the country, as well as violation of its peace and order, on behalf of the people of Ukraine, the Verkhovna Rada of Ukraine:

1. Expresses full solidarity and extensive support to the Armed Forces of Ukraine that are ready to protect our Homeland, and to the whole personnel – from a minister to an enlisted man.

2. Unconditionally upholds the decision of the National Security and Defense Council, adopted on March 1, 2014, on placing Ukrainian Armed Forces on full combat alert.

3. Entrusts the Cabinet of Ministers of Ukraine to take urgent measures for refining material and financial provision for all needs of the Armed Forces connected with protection of Ukraine, its sovereignty and territorial integrity. In case of necessity, to immediately refer the proposals on amendments to the Law of Ukraine “On the State Budget of Ukraine for 2014” to the Verkhovna Rada. 

 

The Verkhovna Rada of Ukraine adopted the Resolution “On the Statement of the Verkhovna Rada of Ukraine”.

Under the draft resolution, basing on the aims and principles, proclaimed in articles 1, 2 and 5 of the Charter of the United Nations,The Verkhovna Rada of Ukraine states:

1. Ukraine is a sovereign, independent state with integral and inviolable territory and any military intervention in the internal affairs of the country is inadmissible.

2. The Autonomous Republic of Crimea is the integral part of Ukraine, which is subject tot he scope of the Constitution of Ukraine and the laws of Ukraine.

3. Inadmissibility of territorial claims to Ukraine is established and guaranteed in the Budapest Memorandum of 1994 and the Treaty on Friendship, Cooperation and Partnership between the Russian Federation and Ukraine of 1997. 

4. The demand of strict implementation of the framework Agreements on the stay of Black Sea Fleet of the Russian Federation on the territory of Ukraine, particularly, withdrawal of troops to the places of their deployment. Any movement of military men, equipment and arming shall be exercised exclusively by agreement with the competent bodies of Ukraine and in line with the abovementioned Agreements and Ukrainian legislation. 

5. The address to the President of the Russian Federation V.V.Putin not to allow bring Armed Forces of the Russian Federation into the territory of Ukraine.

6. Ukraine guarantees protection of the basic rights and freedoms of all citizens residing on the territory of Ukraine, including the right to free use of language, freedom of conscience and worldview.

7. Holding of local referendums is possible only in compliance with the Constitution of Ukraine and the special Law.

8. Any conflict shall be settled exclusively by peaceful means without using force and with participation of the international mediation of the OSCE, the UN, the Council of Europe, the European Union, the CIS and countries of the Budapest Memorandum. 

9. Ukraine adheres to all previously signed treaties and agreements and shall secure holding of fair and transparent presidential elections with participation of international observers.

10. Adoption of this Resolution is the expression of will and unity of Ukrainian people – the citizens of all nationalities.

  We call on to demonstrate solidarity with the Ukrainian people and protect sovereignty and territorial integrity of Ukraine. Indulgence to military actions against Ukraine can have irreparable consequences for the whole world order.”
